Unlike radio walkie-talkies, it sends voice messages, similar to how the iMessage software sends voice messages. The distinction is that the message is played on the receiver’s Apple Watch automatically.
To respond to a post, repeat the process: press the talk button to record, then let go to send.

If the watch is wired to a wireless network, it uses the iPhone’s data link. It’s not the usual walkie-talkie based on its built and info, it’ll function wherever there’s an internet link, Wi-Fi connection, or data which is pretty much working everywhere you want to go.
Also, be aware that the range of the Walkie-Talkie app is approximately 10 meters without Wi-Fi or Cellular for applicable Series 3 watches and the newer versions.
If you have a wireless watch, there is no limitation to the range of this feature.
